JEAN CASAREZ, CNN CORRESPONDENT: The big architect on Fifth Avenue happened to eat pizza one day. They were surveilling him. They got the pizza, tested it, got his DNA.
They found plenty of documents in his home of how to commit a murder and not get caught, but those hairs, they remembered those hairs. They did forensic testing on the hairs. It's genome sequencing, and it was consistent with Rex Heuermann's DNA.
One problem, New York didn't allow hair evidence in. Huge hearing in Long Island, both sides to allow for the first time in New York State forensic DNA testing of the hairs. The judge allowed it.
That is an impact from this case. Now, a judge in New York is allowing forensic testing results of hairs. Today, though, is the sentencing, and that's one reason his attorney said he pleaded guilty, that forensic evidence was just too much.
SARA SIDNER, CNN ANCHOR: It was truly amazing, and these poor families are at least getting a chance to remember their loved ones in public, in court, and share their stories as he's being sentenced. Jean Casarez, it's so good to have you here walking us through all of those details. Really, really fascinating -- John.
JOHN BERMAN, CNN ANCHOR: All right, this morning, a mystery along the San Francisco Bay. How did shopping carts, a whole bunch of them, end up right in the middle of a marsh? Now, at first, residents thought the carts were rocks, but a closer look revealed dozens of them.
Where they are coming from is still unknown, although I think the obvious answer is a cosmic portal from the supermarket somewhere in outer space. Residents, though, think it could be a big prank.
In Florida, new video from a police drone shows a man pointing a BB gun at the drone. Officials say the drone was launched to help deputies responding to a call nearby. The man appeared to fire two rounds at this law enforcement drone.

UNIDENTIFIED MALE: (INAUDIBLE).
UNIDENTIFIED MALE: Yes, it's me and police. But he's shooting at that.

UNIDENTIFIED MALE: Oh, yes, yes, yes, it's on video.

BERMAN: It's on video. The man was arrested and has been charged with shooting. It's called shooting deadly missiles into an aircraft. That's the technical language there.
So this morning, how much would you pay for the most famous lightsaber and severed hand in movie history? Luke Skywalker's lightsaber and, yes, severed hand from Empire Strikes Back are up for auction.
The very Jedi weapon used before Darth Vader tells Luke, I am your father. Spoiler alert there, sorry. Bids are open at a million dollars.
No word on how they preserved Mark Hamill's severed hand this long. Also on sale, a hat worn by the Wicked Witch of the West from the Wizard of Oz and a pair of Rocky's boxing boots from Rocky 3. The auction kicks off in July.

SIDNER: All right, we begin with breaking news. CNN has obtained the 14-point draft agreement between the U.S. and Iran to end the months- long war, but some key questions left unanswered and President Trump himself just saying the deal isn't final.
Plus, stunning video on a jet in flames after crashing onto a Texas highway. Take a look at these people. They're jumping out of their cars to get to those who were inside that plane, smashing the windows. We'll tell you what happened in the end here.
And a father arrested after he was caught on camera popping wheelies on an ATV with his eight-year-old son.

BERMAN: The breaking news this morning, CNN has obtained a draft of the 14-point agreement between the United States and Iran. The Trump administration has not made it officially public. The headline might be Iran will get access to some money, will be able to make money right away.
The draft calls for the U.S. to waive sanctions so Tehran can immediately start selling oil on the global market. That happens immediately, one of the few things that does besides opening the Strait of Hormuz. On Iran's nuclear program, the details are scarce. The draft broadly states that Iran, quote, reiterates that it will never produce nuclear weapons. They've said that for years. No details on how the United States or the global community will remove the enriched uranium from Iran or if they will even try.
There is also a provision for a $300 billion development fund if Iran holds up its end of the bargain on nuclear negotiations down the line. At the G7 summit this morning, President Trump says this is not a done deal. This could all still change.
And he issued a new threat.

DONALD TRUMP, PRESIDENT OF THE UNITED STATES: No, it's not final. It's a Memorandum of Understanding. And if I don't like it, we'll go back to shooting at them, dropping bombs on their head.

TRUMP: If I don't like it, if they don't behave, we'll go right back to dropping bombs right smack in the middle of their head.

BERMAN: With us now is Congresswoman Maggie Goodlander, a Democrat from New Hampshire. She is on the House Armed Services Committee. Congresswoman, thanks so much for being with us.
I want to read provision number 10 from the 14 points here in the Memorandum of Understanding obtained by CNN. "The United States undertakes that immediately after the signing of the Memorandum and until the date of the lifting of sanctions, the United States Treasury Department will issue waivers for exports of Iranian crude oil, petrochemical products and their derivatives and all related services, including banking, insurance, transportation and the like."
Iran can sell oil immediately. What is it you think they will do with that money? How do you feel about Iran having access to that money?
REP. MAGGIE GOODLANDER (D-NH), ARMED SERVICES COMMITTEE: Well, John, thanks so much for having me. I can understand why the president didn't want to release the text of this agreement, because it is further evidence that the president has lost a war that he never should have started in the first place. This agreement, the points in this agreement in provision number 10, which you just read, is a massive gift to Iran, and it comes at great cost to the American people.
Now this agreement sets up a huge sum of money to be paid to the Islamic Republic of Iran in the form of sanctions relief, unfreezing assets, a $300 billion economic development fund. And for what? No progress on the nuclear front? This is an outrage, and I can understand why the president did not want to be transparent about it.
BERMAN: On the $300 billion economic development fund, the provision there seemed to be conditional on a final agreement there. You said the United States lost the war. The president lost a war.
How so? Because the administration would say, we've decimated the Iranian military. Their nuclear program is in rubble right now.
The uranium they say is nuclear dust. You say they lost. Why the difference?
GOODLANDER: Look, 107 days ago, when the president launched this war of choice without congressional authorization, just hours after he delivered the longest State of the Union in American history, which he never made the case to the American people or to the Congress about starting this war, he set out a number of objectives, and none of those objectives have been achieved. The president said that this was about regime change. Well, we still have, and now we have a younger regime in Iran.
He said this was about the nuclear program. No progress has been made on that front. The president has never explained why we abandoned diplomacy in the first place.
And here we are seeing the president come back to the table, now having put this country through war for more than 100 days. We've lost American lives in this war. It has created a global energy crisis.
It has created an economic crisis for hardworking people in this country, in the state I'm proud to represent. Gas prices are through the roof. Grocery prices are up.
Prices are up across the board as a direct result of this disastrous war of choice. And what does the president have to show for it? So far, nothing.
More negotiations. We're back at the table. Iran now has proof that it can close the Strait of Hormuz and cause a crisis like this for us.
And it just can't be put back together quickly. It is far easier to start a war than it is to end it well. And in this case, the president has not ended it well.
He's lost this war, and he never should have started it in the first place.
BERMAN: I want to read provision number nine here. This says, "The Islamic Republic of Iran and the United States agree that, pending a final agreement, they will maintain the status quo. Iran will maintain the status quo on its nuclear program, and the United States will not impose new sanctions on Iran or strengthen its forces in the region."
So nothing changes on the nuclear program, no agreement from Iran, until there is a further agreement. What if there is no next agreement? What if, in 60 days, nothing new is agreed to?
Where does that leave things?
GOODLANDER: Look, this is the challenge. This is the challenge, that we need serious people who know how to negotiate an agreement and bring us out in a stronger position. But the fact is, this war has been a disaster.
And here we are, right back where we started, except the conditions are much worse.

And by the way, to bind the United States in not imposing new sanctions is really to disregard the basic separation of powers that define who we are as a nation. You know, I've been proud to be a part of Iran's sanctions legislation over the last decade, the very first comprehensive Iran sanctions bill that I was proud to work on as a staffer in the United States Senate for Senator John McCain and Senator Joe Lieberman.
This is to bind the Congress without having ever shared the details with the Congress. And there are good reasons why we have these checks, John, so that we don't get ourselves into disaster situations like the situation that President Trump has put the American people right now.

Breaking over night. Just remarkable images from a Texas highway as witnesses see a plane crash and then they rush to pull survivors from it, breaking the cockpit window, prying open the door and literally pulling people out alive.
A father arrested after he was seen doing wheelies on an ATV with his child on board.
And a huge day for the new chair of the Federal Reserve. Does he share the president's view on the economy? Will he make the moves the president wants him to with interest rates?

SIDNER: Breaking overnight. You've got to see this. Dramatic new video after a plane crashes on a Texas highway, erupts into flames.
Witnesses, just bystanders, jumped out of their cars, raced to pull survivors from the burning wreckage, right beside first responders, all at the same time. Take a look at this.

SIDNER: You can unbelievably see people actually coming out of that aircraft after they were able to jimmy the door open.
We know one of the six people, though, on that jet did not make it. He was killed. CNN's Ed Lavandera joining me now.
These are -- I'm not sure we've seen a plane crash like this because it's such a sort of large plane for where it was going and landing on the highway like this, like, whoa.
ED LAVANDERA, CNN SENIOR NATIONAL CORRESPONDENT: Right, for a plane of this size to make the impact that it did on the highway. Actually, different videos show the plane breaking apart on different levels of the highway there. This happened not too far from the Laredo International Airport, and according to radio transmissions, the pilots had, they were en route from Mexico to Austin, Texas, and reported mechanical troubles and diverted to Laredo.
Clearly, the plane wasn't able to make it to the runway, which was just a short distance away, but breaking apart on impact there. And then drivers, people who were driving by, happened to see all of this unfold, which that in and of itself has to be startling and dramatic. But then jumping into action, jumping over the median, pulling out sledgehammers and crowbars to try to, as you can see, they were trying to break open the cockpit windows to pull people out.
That wasn't working. They were able to manage and open up the door, and several people propping the door of the plane open so the passengers inside could get out. You could also see the smoke filling up the cabin there, and obviously just a great deal of concern.
I mean, you have no idea if, in that moment, if there's going to be further explosion, if gasoline is going to continue catching on fire and putting so many other people at risk there. There was a car on the highway that was struck by the plane when the plane made impact there. One person was killed, many others being treated for injuries, including smoke inhalation.
But a lot of the first people to respond there were there even before officers arrived on the scene. Then you just see fire department officials arriving and everybody trying to get to that scene, but incredibly dramatic. In all, six people on board, one person dead.
We do not know the identities or anything much more beyond that at this point, but authorities say that that stretch of the highway will be closed for the foreseeable future as they ...
SIDNER: I think we just lost our Ed Lavandera there. But my goodness, when you look at this, there's even a guy that just has a shovel just trying to break open that window, and then you see firefighters there with a sledgehammer. But amazing that they were able to save five of the six people on board. All right, this morning we are hearing new details about Ghislaine Maxwell and the prison where she is being held after a visit by congressional staffers there.
And imagine you bought tickets for an important event, let's say, I don't know, the World Cup, and then you fly across the world, and when you arrive you find that your tickets have been sold to someone else. Yep, that happens.
We'll talk about it ahead.

Cristiano Ronaldo and Portugal take on the Democratic Republic of Congo. England against Croatia, which is a huge rematch. And now fans paying sky-high prices for resale tickets are finding out the hard way it doesn't necessarily get them in the gates.

UNIDENTIFIED FEMALE: StubHub just told us that our seller is unable to provide tickets to the World Cup. We are so devastated and hurt, and we've been planning this for like months.
UNIDENTIFIED FEMALE: We have spent hundreds of dollars on parking, on merch, on pre-gaming, on getting to the stadium, and it's such a disappointment that we spent over, that we spent $6,114, and here we are watching everyone enter the stadium.

BERMAN: Oh my God, this is my own personal nightmare. CNN's David Goldman is with us now. You've been speaking to some of these people and getting some answers about how this happened.
DAVID GOLDMAN, CNN BUSINESS SENIOR REPORTER: So what it looks like is that there are a number of ways that you can get tickets, including getting them from the secondary market. We all know how that works. Something's sold out, someone wants to sell you, their ticket.
For whatever reason, you get that ticket, and then you presumably have an entry to the event. But what we're finding with the World Cup is that is not always the case.

Now, this is normal course of, you know, business kind of stuff for ticket reselling, but when there's a huge spotlight on this event, it's like 100 Super Bowls taking place across the United States. These are really getting elevated, but it's not necessarily the ticket reseller's fault. What could happen here is that the event organizer, in this case FIFA, might be unable to get that ticket in a span of time that a ticket reseller says is acceptable for you, the buyer, to get your ticket, and then you end up with no ticket.
And so, unfortunately, even though it's not necessarily StubHub's fault or it's not necessarily Ticketmaster's fault or any of those resellers, you might end up on the losing end. It extra sucks if you spent $100 just to get to the event and $6,000 or whatever those folks were saying to get into the event. You can get a refund, but you're probably not going to make it to the game.
BERMAN: What's StubHub saying about this? And is there anything you can do to protect yourself?
GOLDMAN: Yes, so StubHub has a policy that says if you aren't able to get into the event, you'll get a refund.
BOLDUAN: OK.
GOLDMAN: Or you'll get a ticket at equal value. Well, probably --
BERMAN: Up $1,000.
GOLDMAN: That's right. You're probably not going to get that. But a refund doesn't really help if you're trying to watch a once-in-a- lifetime soccer game.
So you can really feel the pain of folks. Even if it's not StubHub's fault, you can really understand the anger here.
BERMAN: And it may not be about fault here, but this is my nightmare, as I said, because I use a lot of these resale sites for concerts and games and whatnot. And until I'm going through the turnstiles, I don't really believe the whole thing is going to work. I'm that nervous about it.
I feel so badly for these people. I hope they get into another game. David Goldman, thank you very much.
