PHILLIPS: Take you live now to Santa Clarita, California. That's an area just outside Los Angeles where Arnold Schwarzenegger, I guess you could say, is working the crowd. We'll listen for a moment here, as we are just a couple days away from the recall election.
(JOINED IN PROGRESS)

ARNOLD SCHWARZENEGGER (R), CALIF. GOV. CANDIDATE: ... we have to separate the kids, we have to have them have great education.

And what is important is to have the specialists that specialize in special education, have them be very well-trained for that, not because -- one out of every four special education trainers is not very well prepared in that. I want to make sure that all of the special education teachers are very well prepared.

And we also see they have tremendous stress because of the challenges. So after three years, a lot of them stop with teaching. What I want to is that every three years a sabbatical so they can take off for a few months, relax, recuperate, and then come back again, do the job and teach.

But it's very important that we take care of our kids with special needs. Thank you very much for your question.

SCHWARZENEGGER: Hello, how are you? Nice to see you. Please if you would give him the microphone. Thank you so much. Man this is going to be my comic relief on this whole "Ask Arnold." Very nice. I like that. Please.

UNIDENTIFIED MALE: Arnold, on behalf of Santa Clarita, and Pueblo Building Materials (ph) we welcome you here.

SCHWARZENEGGER: Thank you.

UNIDENTIFIED MALE: And also I got a pin -- a gift here from the Santa Clarita City, for you.

SCHWARZENEGGER: Thank you very much, thank you.

UNIDENTIFIED MALE: And I do have a question.

SCHWARZENEGGER: Please. UNIDENTIFIED MALE: My question to you is what are you going to do -- what are you going to do for BLF (ph), you know? I got trucks back there. You know the taxes on the license has just gone up the first of this month, and this is going to kill us. I know there are a couple people here that own truck, and there's just going to be outrage. So I want to know what you're going to do. That's my first question.

And the other question is, what are you going to do to gain the Latino vote? What is your -- your target, or how you going to approach it?

SCHWARZENEGGER: I will approach it, yes. Well, thank you very much for your questions.

First, let me just say that I've always said that the first thing that I would do is try to get rid of the car tax increase, OK? So you know that I am against the car tax increase. It is unfair that because of our politicians in Sacramento -- have made mistakes. Because they've made mistakes and have spent money, all they've been doing is spend, spend, spend.

And now because they realize that they've spent money they don't even have, now it is tax, tax, tax. And the first thing they do is, they go after people like you that have a business. Or people that are low-income people. They go and increase the car tax by 300 percent.

The car tax is not going to hurt me. I always say to people, it's not going to hurt me. All the cars I have, I can afford it. But what about the person that makes $15,000 a year or $20,000 a year? What about the person that is struggling to make ends meet? What about the person that doesn't know how to put food on the table or how to go buy school supplies for the children? Or how to send their children to higher education?

People are struggling here. And all of a sudden, they get hit with a 300 percent increase in car tax because they in Sacramento, made a mistake. Well not under my club.

PHILLIPS: All right, what you going to do, Arnold? That's what business owners there in Santa Clarita, California are asking this candidate for governor. He's working the crowd, as you can see.
